Гатчины Ленинградской области, входящий в Суздальскую епархию РПАЦ, получил 18 июля заключение экспертного совета по проведению государственной религиоведческой экспертизы при управлении министерства юстиции РФ по Ленинградской области, выяснявшего, по просьбе управления, основания для отказа приходу в регистрации, сообщает корреспондент"Портала-Credo.Ru".

 ....in the town of Gatchina, Leningrad Region, a part of the Suzdal Diocese of the ROAC, received on July 18 the opinion of the expert council for the conduct of state religious expert examination under the administration of the Ministry of Justice of the Russian Federation for the Leningrad Region, which ascertained, at the request of the department: grounds for its refusal of  entry to the registry, the correspondent reports. "Portal-Credo.Ru".

Каксообщалось ранее, уже около двух лет приход, действовавший ранее как религиозная группа без образования юридического лица, тщетно пытается добиться регистрации в качестве местной религиозной организации.

As previously reported, for nearly two years that parish, previously acting as a religious group without the formation of a legal registry-entity, is vainly trying to obtain legal-registration, as a local religious organization.

Необходимость в этом, как поясняет настоятель прихода протоиерей Алексий Лебедев, возникла после вступления в силу "законов Яровой", вводящих особую процедуру регистрации для религиозных групп.

The need for this, as the parish priest, Archpriest Alexei Lebedev, explains, arose after the entry into force of the new "laws of Yarovoi", introducing a special new registration procedure for religious groups.

Управление минюста по Ленинградской области 7 раз отказывало приходу в регистрации по формальным основаниям - из-за неправильной расстановки знаков препинания в учредительных документах или отсутствия точного (до минуты) времени окончания учредительного собрания.

The administration of the Justice Ministry for the Leningrad Region refused to register that parish, for  seven times, on a formal basis - because of "incorrect placement of punctuation marks in the constituent documents or the absence of an exact time (to one minute!),  for the end of the constituent assembly."

После того как эти основания закончились, вопреки приказу министерства юстиции РФ "О государственной религиоведческой экспертизе" от 18 февраля 2009 года, была назначена экспертиза.

After these grounds had ended, contrary to the order of the Ministry of Justice of the Russian Federation "On State Religious Expert Examination" dated February 18, 2009, an expert examination was then appointed.

Согласно приложению к приказу (п. 7а), такая экспертиза назначается лишь если местная религиозная организация не входит в состав централизованной, либо вносит изменения в сведения о своем вероисповедании.

According to the appendix to the order (paragraph 7a), such examination is appointed only if the local religious organization is 'not part of the centralized organization, or makes changes in the information about its religion'.

Гатчинский приход РПАЦ входит в состав официально зарегистрированной минюстом РФ централизованной религиозной организации Суздальская епархия Российской Православной Автономной Церкви, и представленные приходом в регистрирующий орган уставные документы были утверждены официально признанным руководителем этой епархии Митрополитом Феодором.

The Gatchina parish of the ROAC is part of the officially registered [by the Ministry of Justice of the Russian Federation the centralized religious organization of the Suzdal Diocese of the Russian Orthodox Autonomous Church], and the statutory documents submitted to the registering body were approved by the officially recognized head of this diocese, Metropolitan Theodore.

В качестве обоснования своего решения экспертный совет ссылается на некую "информацию" (без указания источника) о том, что "лица из окружения А.А. Лебедева" (без указания имен) якобы участвовали "в рекламной кампании «помолиться у мощей Святителя Николая или прп. Серафима Саровского, или у св. вмч. Пантелеимона»".

As a justification for its decision, the expert council refers to "some information" (without indicating the source) that "the persons from the AA Lebedev's circle" (without giving any names) allegedly participated "in an advertising campaign" for people to come and to pray at the relics of St. Nicholas or St. Seraphim of Sarov, or at St. Panteleimon's Street. ".

В заключении утверждается, что прокуратура Санкт-Петербурга не устанавливала подлинности частиц мощей этих святых, перед которыми неназванные лица предлагали помолиться.

In conclusion, it is alleged that the prosecutor's office of St. Petersburg did not establish the authenticity of the particles of the relics of these saints, before which unnamed persons offered people to come and to pray at.

"Экспертный совет, - говорится далее в заключении, - не зафиксировал фактов, подтверждающих процесс распространения Местной православной религиозной организацией Приход Святой Преподобномученицы Марии Гатчинской города Гатчины Суздальской епархии Российской Православной Автономной Церкви своего вероисповедания на территории Ленинградской области или обучения религии. В связи с этим отсутствуют предусмотренные законом основания для признания Организацией в качестве религиозной".

"The expert council," the statement goes on to say, "did not record facts confirming the process of the distribution by the Local Orthodox religious organization of the Parish of the Holy Martyr Maria of Gatchina, at Gatchina, to the Suzdal Diocese of the Russian Orthodox Autonomous Church of her religion on the territory of the Leningrad Region or teaching religion...which might be  legal grounds for recognition by the Organization as religious. 

"Вместе с тем, российские законы запрещают незарегистрированным религиозным объединениям миссионерскую деятельность либо обучение религии.

 At the same time, Russian laws prohibit unregistered religious associations from missionary activities or teaching religion.

The conclusion decision was signed by the chairman of the expert council,  Prilutsky AM.

В управлении минюста РФ по Ленинградской области протоиерею Алексию Лебедеву подтвердили, что будут руководствоваться этим заключением при вынесении решения об очередном отказе приходу в регистрации.

In the administration of the Ministry of Justice of the Russian Federation for the Leningrad Region, Archpriest Alexei Lebedev has confirmed that he would be guided by this conclusion when passing a decision on another refusal to register.

О. Алексий намерен обжаловать это решение в суде.

Fr.  Alexei intends to appeal this decision to the court.

РПАЦ подвергается в России систематической дискриминации, которая особенно усилилась в 2008-17 гг., напоминает обозреватель "Портала-Credo.Ru".

The ROAC is subject to systematic discrimination in Russia, which has intensified in 2008-17, the "Portal-Credo.Ru" observer reminds.

В частности, власти изъяли у РПАЦ "в пользу государства" все 16 исторических храмов в Суздале, где располагается духовный центр Церкви, и Суздальском районе Владимирской области, хотя РПАЦ пользовалась этими храмами на законных основаниях и восстановила их из руин.

In particular, the authorities seized from the ROAC "in favor of the state" all of their 16 historical churches in Suzdal, where the spiritual center of the Church is located, and from the Suzdal district of the Vladimir region, although the ROAC used these churches legally and restored them fully, from  ruins.В 2012-15 гг.In 2012-15 years.

прошла кампания по изъятию у РПАЦ мощей преподобных Евфимия и Евфросинии Суздальских.

A government campaign was conducted  to seize from the ROAC, the  relics of Sts. Euthymius and Euphrosyne of Suzdal.

В 2017 г. община РПАЦ была изгнана из храма в Ярославле, а в нынешнем году проходит судебный процесс по выселению общины РПАЦ из храма в Трубчевске Брянской области.

In 2017, the ROAC community was expelled from their church in Yaroslavl, and this year there is a trial to evict the ROAC community from their  temple in Trubchevsk, Bryansk region.

На руководство Церкви оказывалось давление в связи с подозрениями в "экстремистской деятельности".

Church leaders were pressured by government instigated .....suspicions of "extremist activity."
