Comment: All that I know from reading some comments on this man when he was the official governor of the Ukrainian Odessa region, is what Vladyka Agafangel has previously commented about- that his administration was very harmful to our ROCA in Ukraine and to our impoverished monastic and clerical members, especially if they held Russian Federation passports.
