Note: Our beautiful monastic sisterhood in our Odessa Women's Monastery, which was originally founded in Ishim, Siberia, is a loving and pious, multi-lingual mix of sisters from various countries. *Not all are Ukrainian citizens. Putin, an open admirer of Joseph Stalin,* and his agents, to intimidate and conquer and subdue and re-control Ukraine. The Ministry of Culture of Ukraine has considered your letter dated 01.08.2016 №037 (537) on the clarification of whether to continue the Russian Orthodox Church Outside of Russia enjoyment of equal rights with other religious communities, in Ukraine, whose founding registration statutes have been registered in Ukraine. Поводом для обращения явилось требование руководства Одесской областной государственной администрации к отдельным насельницам религиозных организаций Русской Православной Церкви Заграницей – гражданам Российской Федерации покинуть территорию Украины. The reason for the request was due to the management of the Odessa regional state administration, in its dealings with certain individual sisters of religious organizations of the Russian Orthodox Church Outside of Russia - ordering these Russian citizens, to leave *[orders of deportation sent to them],* the territory of Ukraine. Касательно вышесказанного сообщаем следующее. Regarding the above problem: the following information. Конституцией Украины определено, что каждый имеет право на свободу мировоззрения и вероисповедания. The Constitution of Ukraine determines that everyone has the right to freedom of their personal philosophy and religion. Законом Украины «О свободе совести и религиозных организациях» предусмотрено обеспечение социальной справедливости, равенства , защиты прав и законных интересов граждан независимо от отношения к религии, гарантирования благоприятных условий для гражданского согласия и сотрудничества людей независимо от их мировоззрений или вероисповедания. In the Law of Ukraine "On Freedom of Conscience and Religious Organizations" it is provided for social justice, equality, for the protection of the rights and legitimate interests of all citizens, regardless of their attitude to religion, to guarantee favorable conditions for the civil consent and cooperation of the people regardless of their beliefs or religion. Государство защищает права и законные интересы религиозных организаций, способствует установлению отношений взаимной религиозной и мировоззренческой терпимости и уважения среди граждан, которые исповедуют религию или не исповедуют ее; The state protects the rights and interests of religious organizations, encourages mutual religious and ideological tolerance and respect among citizens who profess a religion or who not profess it; между верующими разных вероисповеданий и их религиозными организациями; between believers of different faiths and religious organizations; принимает к сведению и уважает традиции и внутренние постановления религиозных организаций, если они не противоречат действующему законодательству. It takes note of and respect for traditions and the internal regulations of religious organizations, if they do not contradict the current legislation. Вышеуказанное распространяется и на религиозные организации и объединения Русской Православной Церкви Заграницей, которые проводят свою деятельность в Украине. The above also applies to religious organizations and associations of the Russian Orthodox Church Outside of Russia, who conducts its activities in Ukraine . Церковь пользуется правами, гарантированными государством в равной мере, как и для остальных религиозных организаций Украины, в пределах действующего законодательства. This church enjoys the rights guaranteed by the state to the same extent as for other religious organizations in Ukraine, within the current legislation. Требованиями части четвертой статьи 24 Закона Украины «О свободе совести и религиозных организациях» указано, что с вященнослужители, религиозные проповедники, наставники, другие представители зарубежных организаций, являющихся иностранными гражданами и временно находятся в Украине, могут заниматься проповедованием религиозных вероучений, выполнением религиозных обрядов или другой канонической деятельностью лишь в тех религиозных организациях, по приглашению которых они прибыли, и по официальному согласованию с государственным органом, который осуществил регистрацию устава (положения) соответствующей религиозной организации. The requirements of the fourth paragraph of Article 24 of the Law of Ukraine "On freedom of conscience and religious organizations" indicates that vyaschennosluzhiteli, religious preachers, teachers, and other representatives of international organizations who are foreign citizens temporarily residing in Ukraine, may engage in preaching religious beliefs, performing religious ceremonies or other canonical activity only in those religious organizations, on the invitation for which they came, and the official agreement with the government body that carried out the registration of the statute (regulations) of the respective religious organization. Указанная норма Закона распространяется на всех без исключения иностранных граждан, которые занимаются проповедованием религиозных вероучений, выполнением религиозных обрядов или другой канонической деятельностью в религиозных организациях Украины. This provision of the law applies to all, without exception, foreign nationals who are engaged in preaching religious beliefs, performing religious rites or other canonical activities of religious organizations in Ukraine. Также отмечаем, что требованиями части шестой статьи 4 Закона Украины «О правовом статусе иностранцев и лиц без гражданства» определено, что иностранцы и лица без гражданства, которые прибыли в Украину с целью проповедования религиозных вероучений, выполнения религиозных обрядов или иной канонической деятельности по приглашению религиозных организаций и по согласованию с государственным органом, который осуществил регистрацию соответствующей религиозной организации , и получили вид на временное проживание, считаются такими, которые на законных основаниях находятся на территории Украины на период деятельности в Украине. Also note that the requirements of part six of Article 4 of the Law of Ukraine "On Legal Status of Foreigners and Stateless Persons" determines that foreigners and stateless persons who arrived in Ukraine with the purpose of preaching religious beliefs, perform religious rites or other canonical activity at the invitation of religious organizations and in coordination with the state body which has carried out the appropriate registration of a religious organization, and granted a temporary residence, are considered those that are lawfully present in the territory of Ukraine for the period of its activity in Ukraine. Также сообщаем, что Одесская областная государственная администрация может рассматривать вопрос о пребывании иностранных граждан – религиозных деятелей , которые проводят деятельность в религиозных общинах, религиозных организациях, регистрация уставов которых отнесена к компетенции облгосадминистраций. We also declare that the Odessa Regional State Administration needs to consider...as valid, the stay in Ukraine, of foreign citizens - and religious leaders, who conduct activities in religious communities, religious organizations, in Ukraine, whose registration of their statutes are within the competence of regional state administrations.
