В заседании приняли участие председатель Архиерейского Синода высокопреосвященнейший Тихон, архиепископ Омский и Сибирский, заместитель председателя Архиерейского Синода высокопреосвященнейший Вениамин, архиепископ Черноморский и Кубанский, члены Архиерейского Синода преосвященнейший Гермоген, епископ Гомельский и Брянский, преосвященнеший Филарет, епископ Паллинийский и Западноевропейский и секретарь Архиерейского Синода протопресвитер Виктор Мелехов.
