1. General Provisions
1.1 The meeting of representatives of the Russian Orthodox Church Outside of Russia in North and South America and Canada (hereinafter - the meeting) is formed by the decision of the Council of Bishops of the Russian Orthodox Church Outside of Russia in October 2016.
1.2 The meeting will be held from the bishops of the ROCOR in North and South America and Canada, as well as a priest and one lay person specially invited to the meeting.
MEETING is an advisory vote of the representatives of the ROCA in the territory of North and South America and Canada, members of the meeting and entitled to make decisions within the authority ogo¬vorennyh these Regulations.

2. Powers MEETING

f) discusses and proposes the Synod of Bishops of ROCOR candidacy for ordination as bishop;
h) confirm the decision of the ruling bishop on the Prohibition of the clergy from serving;
i) consider appeals against the ruling bishops;
k) is intermediate between the Synod and Diocesan collection authority of the ecclesiastical court; l) is to meet the clergy and laity to address current issues;
m) approve the awarding clergymen until the award of the cross (the ruling bishop without the approval of the meeting and the ROCOR Synod awards kamilavka and in the Cathedral elevates to the rank of deacon);
n) a request for the opening of new dioceses;

2.3 The Synod of Bishops is not entitled to deal with any issues in America and Canada is not requesting prelimi-Satisfactory opinion on them meeting.
3. Structure and Management
3.1 Meetings may collect Assembly subordinate clergy, religious and laity to address the most important issues, all decisions which enter into force after approval by the Synod or Council.
3.2 MEETING Cases solved by common consent of all members participating in the meeting or pain-majority vote in the voting.
3.3 None of those present do not have the right to avoid a vote, if the decision to hold such.
3.4 Each member of the meeting, if you disagree with the decision, may file a separate opinion, what should declare at the same meeting, setting out its reasons and be represented in the form pis¬mennoy not later than three days from the date of the meeting, without stopping his decision.

4. Final provisions

4.2 In the intervals between sessions of the meeting does not have a permanent representative. All urgent issues are resolved by mutual agreement.
