Comment:
The basic main canonical & practical reason for this True-Orthodox RUSSIAN/GREEK/ROMANIAN/BULGARIAN episcopal co-consecration (to soon be followed by another such planned episcopal co-consecration) is intended to give the Bulgarian True Orthodox Church THREE BULGARIAN canonical bishops, and thus restoring its local & fully canonical governing Holy Synod, and giving it thusly it's own full local self rule, including its freedom to further consecrate more of its own bishops, – who thus can ordain more PRIESTS for new Bulgarian missionary parishes, as its flock & local parish families expands- which it is doing at present.

Bulgarian CPI: A new Bulgarian Vicar-Bishop SERAPHIM's Consecration on the Holy Feast of the Dormition: (PHOTOS)
In Sofia, the capital city of Bulgaria, on August 28, the day of the Holy Altar-Feast of the Cathedral of The Dormition of the Theotokos, in that Cathedral of the Bulgarian Old Calendar Church, the Divine Liturgy was performed and the co-consecration of a cleric of the Bulgarian Church, of Hieromonk Serafim (Ormanov) took place, and he was given the title: "The Bishop of Sozopolsky, -Vicar of the Chairman/Met. Photios", of the Synod of the Bulgarian True Orthodox Church.
The Primate of the Bulgarian CPI Metropolitan Photios, together with the First Hierarch of the ROCOR, Metropolitan Agafangel, and ROCOR Archbishop George, and also Bishops Nikon and Anfim (ROCOR), plus with Bishop Ambrose of Methone, (CPI of Greece), and with Romanian Bishops: Sophrony and Joseph (True Orthodox Church of Romania) were participants in this episcopal-co-consecration Divine Liturgy.
The newly consecrated Bishop Seraphim, after the liturgy, at the presentation of the bishop's staff/crosier, listened to the instructions given to him in his new archpastoral ministry, from his spiritual father, Metropolitan Photius, and he gave his agreeing ascent.
