On the day of the Patronal Feast of the Archangel Michael Church in Odessa, Metropolitan Agafangel led the Divine Liturgy, co-served by Archpriests Vasily Zaburyany, Vitaly Morozov, Hieromonk Jacob and Priest Roman Rak, with Deacons Maxim Sheremet and Georgy Kucherenko. Hegumen Alexy and Archpriest Alexy Sereda also took communion in the altar.

After the Liturgy there was a common festive meal.

After the meal, a diocesan meeting of the Odessa diocese was held under the chairmanship of the Ruling Bishop Metropolitan Agafangel, in which all the clergy took part, joined by Dean Archpriest Alexander Martynenko, who arrived from the city of Kamenskoye.

The meeting discussed current church affairs and adopted the Regulations on the Diocesan Letters of the Odessa Diocese of ROCOR. Decided to award Diocesan Letters to 4 parishioners of St. John Maksimovich in Kamenskoye (rector Archpriest Alexander Martynenko); 6 parishioners of the Church of All Saints in the village of Chernomorka, Mykolaiv region (rector Archpriest Alexy Sereda); and 5 parishioners from the parish of St. Seraphim of Sarovsky in Odessa (abbot Abbot Alexy).

Regulations on the charters of the Odessa diocese of the Russian Orthodox Church Outside of Russia

Diocesan letters are a form of encouragement for the clergy, monastics and laity for their work and services to the Church - in pastoral service, parish life, construction and restoration of churches, missionary, charitable, social and educational work at the diocesan level.

I. Diocesan letters

1. The decision to award diocesan diplomas is made by the Diocesan Assembly of the Odessa Diocese.

Ruling Bishop of the Odessa diocese:

• approves the decision to award diplomas of the Odessa diocese;
• presents diplomas to the clergy of the Odessa diocese;
• blesses the clergy to present certificates to the awarded.

2. Deans and abbots of parishes and monasteries have the right to apply for awarding those who have distinguished themselves with diplomas of the Odessa diocese.

3. Only hierarchs, clergymen and members of the parishes of the Odessa diocese who pay the established membership dues and who confess and partake of the Holy Mysteries at least once a year can be awarded with diplomas.

4. Diplomas are awarded in a solemn atmosphere.

5. The ruling Bishop of the Odessa diocese may cancel the award decision if the award is found to be unreliable or unreasonable.

6. Deprivation of a letter can be made by order of the ruling Bishop in case of committing serious anti-church and anti-Christian deeds by the awarded person. Clerics deprived of their dignity are simultaneously deprived of diocesan letters.

7. Inter-award terms for certificates are three years.

8. Diocesan letters are registered, copies are kept in the diocesan office.

II. Order of submission to diocesan letters

1. Awards are timed to coincide with significant events in the life of the diocese: the consecration of churches or church buildings, anniversaries, general diocesan events, patronal feasts and other events of the diocesan or parish level.

2. Petitions should be written to the Ruling Bishop of the Odessa diocese. Members of parish councils who wish to petition for the award of their rector should contact their dean, if outside the deanery, then the Ruling Bishop.

3. Petitions are submitted no later than 15 days before the expected award.

4. The application should indicate the last name, first name and patronymic of the person presented for the award, his date of birth, position, services to the Church, existing diocesan awards and award dates, as well as a brief description and explanation of the reasons for the presentation to the letter.

5. Diplomas are provided free of charge.

В день Престольного праздника Архангело-Михайловского храма в Одессе, Божественную Литургию возглавил митрополит Агафангел в сослужении протоиереев Василия Забуряного, Виталия Морозова, иеромонаха Иакова и иерея Романа Рак, при диаконах Максиме Шеремет и Георгии Кучеренко. В алтаре также причастились игумен Алексий и протоиерей Алексий Середа.

После Литургии была общая праздничная трапеза.

После трапезы прошло епархиальное собрание Одесской епархии под председательством Правящего архиерея митрополита Агафангела, в котором приняли участие все священнослужители, к которым присоединился прибывший из города Каменское благочинный протоиерей Александр Мартыненко.

Собрание обсудило текущие церковные дела и приняло Положение о Епархиальных грамотах Одесской Епархии РПЦЗ. Постановили наградить Епархиальными грамотами 4 прихожан храма свт. Иоанна Максимовича в Каменском (настоятель прот. Александр Мартыненко); 6 прихожан храма Всех святых в селе Черноморка Николаевской области (настоятель прот. Алексий Середа); и 5 прихожан из прихода прп. Серафима Саровского в Одессе (настоятель игум. Алексий).

Положение о грамотах Одесской епархии Русской Православной Церкви Заграницей

Епархиальные грамоты являются формой поощрения духовенства, монашествующих и мирян за понесённые труды и заслуги перед Церковью — в пастырском служении, приходской жизни, строительстве и восстановлении храмов, миссионерских, благотворительных, социальных и просветительских трудах на епархиальном уровне.

I. Епархиальные грамоты

1. Решение о награждении Епархиальными грамотами принимает Епархиальное собрание Одесской епархии.

Правящий Архиерей Одесской епархии:

• утверждает решение о награждении грамотами Одесской епархии;
• вручает грамоты священнослужителям Одесской епархии;
• благословляет священнослужителей вручать грамоты награждённым.

2. Благочинные и настоятели приходов и монастырей имеют право ходатайствовать о награждении отличившихся грамотами Одесской епархии.

3. Награждаться грамотами могут только иерархи, священнослужители и члены приходов Одесской епархии, платящие установленные членские взносы и исповедующиеся и причащающиеся Св. Таин не менее одного раза в год.

4. Грамоты вручаются в торжественной обстановке.

5. Правящий Архиерей Одесской епархии может отменить решение о награждении, если выявится недостоверность или необоснованность представления к награждению.

6. Лишение грамоты может быть произведено распоряжением правящего Архиерея в случае совершения награждённым тяжких антицерковных и антихристианских деяний. Клирики, лишённые сана, одновременно лишаются епархиальных грамот.

7. Межнаградные сроки для грамот составляют три года.

8. Епархиальные грамоты регистрируются, копии хранятся в епархиальной канцелярии.

II. Порядок представления к епархиальным грамотам

1. Награждения приурочиваются к значимым событиям в жизни епархии: освящению храмов или церковных строений, юбилеям, общеепархиальным мероприятиям, к престольным праздникам и другим мероприятиям епархиального или приходского уровня.

2. Прошения следует писать на имя Правящего архиерея Одесской епархии. Членам приходских советов, желающим ходатайствовать о награждении своего настоятеля, следует обращаться к своему благочинному, если вне благочиния, то к Правящему архиерею.

3. Прошения подаются не позднее, чем за 15 дней до предполагаемого награждения.

4. В прошении следует указывать фамилию, имя и отчество представляемого к награде, его дату рождения, должность, заслуги перед Церковью, уже имеющиеся епархиальные награды и даты награждения, а также краткую характеристику и пояснение причин представления к грамоте.

5. Грамоты предоставляются безвозмездно.
