"Some "Russian Émigré Humour": 

Here is some Russian humour, which is published in The Russian Textbook for English People: A Russian emigre is interviewed in America:
- "What is the medical system like in Russia?"
He shrugs his shoulders. - "You can't complain really."
- "And what is the education like in Russia?"
- "Well, you can't complain, really."
- "And what are the roads like in Russia?"
- "You can't complain".
 "So why did you leave for America, then?"
-" Because you can complain!"

(I think this explains it all).
